Council Taxbase Statistical Release

The release gives the number of dwellings, the number of dwellings that are exempt from Council Tax, and the number liable for Council Tax. For dwellings liable for Council Tax it also gives summary figures for the number receiving different types of Council Tax discounts and premiums.
Time
The DCLG website provides datasets for 2010-2015. The national archive contains information from 2005. This information will likely have been recorded for earlier years so earlier years may be available by request although this is not clear.
